Street Fighter Alpha 3 Max Volume on Startup

I have a cps2 version of SF Alpha 3 hooked into my arcade and everytime I start the game up, the volume defaults to the max of 39. Anyone know of a reason why it would do that? It saved all my other settings such as freeplay.

After some extensive researching I found out the problem is a bad "supercap".  A round battery shaped cap located near the toshiba chip. Mine was a 5.5v 0.10f. I hope this helps someone in the future!
