Golden Tee fails to boot

Looking for some troubleshooting assistance with a golden tee complete green board that fails to boot.

Status 1 (D20) does not turn on.


Here is a hi res photo of the board, psu, and hard drive

Some things I have confirmed:
psu is outputting recommended voltages
hard drive is partitioned
u15 has 5.17v across pins 16 & 32
3dfx card works 

Some things I need to do:
get dump of u15 and confirm data
confirm u2 is downloading configuration data

Question:
Which chip does u2 get configuration data from?
Does anyone have schematics of any IT board?

Right now I am leaning towards u2 issue.  I will hook up my jtag for boundary scan analysis.  I am assuming u2 and u510 are in the same scan chain and its possible u2 or u15 holds configuration data for u2.

Just an update here..I am almost positive u2 is the issue with this board.

So I got a used Canadian board (gt05) on ebay.  Put u53 from my damaged US board in the Canadian board and also removed u61 from the damaged US board and soldered it onto the Canadian board.  End result is a working US gt complete running perfect on a Canadian board.
