super sprint pedal adjustment

I have a super sprint that had pedals that had improperly adjusted potentiometers, one of them would always register as fully pushed down and the other would not register when you need to push down to select a track. both pots work correctly when taken out of the pedal. my main problem is adjusting them properly, Is the game desighned so the cars dont go at all when you dont push the petal? I cant get it so That it will register the pedal press for track selection and stop when not pushing on the pedal, Is this how its suposed to be, do I need a new pot
