Yes.  Any game of chance in an arcade is rigged in some way. 

On a lot of coin pushers, that row of coins on the edge of the shelf is actually glued in and tilted slightly so that it is nearly impossible for coins to fall out.

Not on all of em. But there are chutes hidden from the player... Not all of the coins dropped are paid back to the player. Quite a few actually fall into a coin bucket inside, which is what makes those machines profitable.
