I'm finding the wheel config tweaks a bit daunting, is there a way to make the wheel feel generally heavier? Also, I'd like to decrease the constant rumble over wet or icy roads.

If you don't see an option there, then no, sadly.

The alternative is to look into the arcade version running on Teknoparrot. BoomslangNZ's FFB plugin for that game pulls the FFB and has a few more options. Overall the arcade version has less content, no track editor, etc, but looks prettier and has full FFB.

That's for pointing me to OutRun2006 Tweaks :) Seems to be just what I was looking for.
