Taitorama plans

I'm building a JAMMA cabinet and like the Taitorama design from http://www.koenigs.dk/mame/eng/drawtaitorama.htm

Is this plan drawn to scale?  Could I take it to a print shop and have them print on a plotter 1:1 and then lay that over the plywood and cut it out?

It appears the only things on the page that are to scale are the control panel and overlay.
