hantarex polo 28" issues

Hi all

I have a 28" hantarex polo in my Point Blank machine.

The chassis has had a number of issues and now im down to the last one. The screen had a 70% chance of turning on and looking fine. Sometimes it would turn on with a dark or missing red. I have changed the transistor BF859 for all RGB transistors on the neck card. The colours seem to now be present each time it powers up, however I have some really bad horizontal 'shakey' lines running from top to bottom of the image. It is not retrace lines and my B+ is at around 138v DC (was at 144v previously). A short video of it can be seen on the link below:

its more obvious when its a lighter, solid colour background and then its like horizontal sections of the screen are shaking upwards.

Does anyone have any ideas where to start with this? Any help appreciated.
