Strange Police Trainer service menu issue

Hi all,
I have a Police Trainer with gun issues. My first step was to adjust the monitor but I'm having a strange issue with the "colors" section of the service menu. I see a white screen but I'm unable to advance the screens to any other colors or patterns despite trying both start buttons, the guns, or service switch. Am I missing something simple or do I have a defective board?
