Ipac2 and Oscar Spinner problem

Wondering if anyone else had a problem with the Ipac2 not recognizing a spinner.  I have everything working great including a 3" trackball pulled from a Golden Tee cab.  I wired the Oscar spinner to the expansion pins using:
Brown - +5V
Yellow - X1
Green - X2
White - GND
I tested the spinner's CB and it is receiving 5V between the brown and white connections.  The Ipac2's expansion interface is disabled in Winipac. What else could I check to determine if it's software or a defective spinner CB?
