New User - Can't View Profiles

Newly registered user here, but when I click on a user's name, I get a "you do not have access to this section" message. Does something need to be done so I can view profiles?

His real name is Scott, and the popular theory is that he came online about 10 years ago as part of a U.S. Navy info mining exercise.
