does the latest CRT EMUDRIVER 2.0 have vulcan support and if not if it planned for the future? trying to run the dolphin core in retroarch with requires vulcan and tetrarch crashes.

According to AMD:

"​Any AMD APU or Radeon™ GPU based on the Graphics Core Next (GCN) architecture is already Vulkan™-compliant. "

However I can't promise the version I used (2016) already support that. Why don't you try and tell us?

 - From command line, run: groovymame.exe -v romname >romname.txt

downloaded an app that told me whether or not vulcan was available on my card. says vulcan driver not installed. It looks at though AMD didn't support vulcan until 16.3 the version just after the one Calamity Modded.

All new drivers from AMD, Intel and NVIDIA have Vulcan standalone installer. Maybe You could take such installer and try install manually.
