Rowe AMI R-88 Controller issue

I have an R-88 Jukebox and I have had trouble with the carriage not rotating and changing the records.

What it does now is select a record and it plays it. Then it puts it back and pulls it again and plays it.
That's all it does.
We changed out the main memory chip and it didn't change a thing
We also swapped out the crystal and it didn't change a thing.

We think it is somewhere in the main controller but we don't know where to stat looking.
Does anyone have any ideas on what direction to start fault finding?
