Syncing arcade joystick and usb controller inputs

I'm building an emulator based machine and wanted to know what my options are when running arcade joysticks alongside USB controllers.

Example: PS1 emulator would normally always use a playstation usb controller but some fighting games id rather use my arcade sticks, and the emulator mapping doesn't allow you to map 2 different joysticks buttons to the same input.

I didn't really want to use something that added input lag, like joy2key, and I have been looking at the Bliss-box 4-play but I'm not sure if it suits my purpose.
