Paint cabinet before applying vinyl?

Hi guys. Hopefully this is a straight forward question. 

Is it's at to paint and/or prime birch plywood before applying vinyl graphics?

 Can you apply graphics direct to plywood? Or better to paint or laminate?

If the vinyl graphics are full size, I'd prime. If they're just a small portion of the side of the cabinet, prime and paint first. Priming and/or painting will make sure that the vinyl has a very smooth and even surface with a consistent pattern that won't show through.

So, would it be easier(?) to laminate it and apply artwork to the laminate? Or is primed better?

I ask because I plan to laminate all "non arted" panels....

So like.. black laminated like a countertop (or similar)? Vinyl would stick just fine to the laminate I would think. As long as it's dust free and dry.

Either seems like it should be fine. I'd just apply the laminate all over and put the vinyl over the top.
