Simpsons 4 player PCB issues

I bought a 4 player Simpsons arcade with a bad monitor, so I plugged the PCB into my working UMK3 cab and it's not working right.

When I power it on, it keeps restarting immediately when powering up. It'll show a white screen and play the Simpsons theme for half a second and then restart. Any idea what the issue might be? I tried pressing down on the Rom chips, but that didn't change anything.
