Build custom arcade stick and use pi as the converter?

This is simply a question for academic purposes.

Lets say I want to build a custom arcade stick and I want to be able to use it on various systems, PC, ps3/4, Xbox, etc.
Now I know there are converter boards out there that do what I'm asking so this is simply a question of feasibility.

In theory wouldn't the raspberry pi be able convert the gpio input to whatever format the system it is connected to needs?


This sub forum seems dead so I'm just trying to spark some conversation.
