Is this possible?
I've found some really cheap Intel Atom kits that should run everything I need, but the problem is that they only have one PCI slot avaliable, not even PCI Express x1.
I play mostly MAME, and I think that I've read that MAME uses mostly only CPU power, right?

Could this work?

Yeah MAME is pretty much all CPU.
Either way, you won't be able to add a PCIe card on an PCI slot....
