Nope, whoever made that image made it in vector format, but the pic he posted is in a raster format (probably .jpg). You can stretch a vector image to any size you want, it will always retain its crisp lines. If you stretch a raster image, you will get quality loss. The more you stretch it, the lousier it will look.
Take a look at the cog in my pic. Clean, crisp lines. Now look at the trooper. He doesn't look as sharp because I had to cut him out from your pic and then stretch him to more than double size.
There are programs that turn raster images into vector format. Mostly the results are crap, but it would work for something simple like the cog.
