Help Needed: Pole Position II not steering

Just thought I'd check in and see if anyone maybe knows anything about fixing a Pole Postion II arcade machine.  It was working fine one day and then I lost steering.  In test mode I don't get anything.  I checked that the wires going to the Steering PCB are supplying approx. 5v.  I also checked all of the resistors on the PCB and capicator and all appears good.  Any ideas?

Check that each of the two steering data lines (pins 8 and H according to the KLOV pinout here) is alternating high/low when you very slowly turn the wheel.

You may have a burned out LED or photodiode in the opto circuit.
