Defender won't enter free play mode

Hoping an expert level member can identify most likely issue...

FYI I changed to a switching power supply years ago (voltage checked as accurate). All board interconnect wiring cables were replaced several years ago. The most recent fix 5-6 months ago was swapping all 4116 RAM to 4164. Currently NO ram or rom errors show up in diagnostics.

Game starts up in book-keeping or normal play mode. I'll change the batteries to see if that fixes that.

The main problem is I can't get it to enter "free play". Prior to now I could scroll through book keeping and it would return to free play. If Free play (17) at was 0 I would change to 1 and that did it. Now even though free play is set to 1 it will not enter free play. Is this most likely a RAM or ROM issue?? ???

When in free play mode you don't get to hear the coolest coin up sound in history.
