Help with the top of my monitor being raster lines

I have a WG 19K4901 with a cap kit installed, and I rejuvinated the tube so now It has decent colors. I am using software to force my ATI card into 15Hz everything is fine except no matter how I adjust the screen the top looks like this in the attached picture. If i adjust it so the top of the screen is filled, then the bottom is to far down the bottom. Any help is appreciated! Thanks!
