So does it have to be a "box" or use wood to be considered a "cabinet" ?

Those racing cabinets are supposed to increase your sense of immersion. The measure of how effective that is for any cabinet is debatable.
That isn't to say you shouldn't share your project. Perhaps you have a unique way of stowing or mounting the wheel and pedals. Or routing the power or adding brake lights.
Is it possible that this may be a starting point or place holder for a larger project? Or does the shelf serve other tasks.
So to answer your question...maybe?

this is the seat I haz meow:
Im going to put a center console type box to the right to house the shifter and be storage for games. Im going to build a shelf that the front part of the rig slides into, that will hold the TV or 3 monitor set up. Should also double as a shelf for the game systems; but I havent worked out all the deets.
