My HP Stream 7 does all that with a quad core processor and it comes with windows 8.1 installed and a free monitor. For $99. ::)

yeah, but if i had one of those, i would have to remove windows 8.1

lol.
I've used 8.1 or a variant of it on small touch screen devices and I think it works well.
but on a real PC i prefer xp or 7 if a windows os is my only choice.
I run Linux as my main os so the mini PC's like rpi & odroid don't really scare me or make me wish I could put windows on them.
