13? WTF?

That's just how I roll.  >:D

Lets see:
4 - Ultrastik360s
1 - Ultratrak trackball
1 - Turbotwist hi-lo spinner
1 - I-Pac Ultimate IO
1 - PACLED64
2 - External controller USB pass-throughs
1 - Rear-panel USB for the Oculus Rift
1 - Logitech keyboard dongle
1 - IR transceiver

So, 14.

You can splice the DC end of your USB Hub AC adaptor to The +5VDC and Ground wire of one of your 4-pin extensions from your PC ATX PSU, this is usually switched 5v and not standby;  No need for additional hardware, just make certain the hub uses 5V input, first.

Ugh not sure why I didn't even think of that. I have a USB power cord running a fan panel in the cab wired up the same way.

I'll have to pull the brick and see what voltage it is. Hopefully its a 5v.

I recently bought an Orico P10-U2 - 10 port hub that seems to cut power to the ports when the computer turns off. Might do the trick for you.
