Starting "minimized" but I still see the window title bar

Hi. I recently changed MaLa from starting MAME "hidden" to starting it "minimized". I did this to combat focus issues and it seemed to work fine.

But just a few days ago I noticed that when MAME launches, I briefly see a blue Windows title bar on the extreme lower left of the screen. It's not fully minimized. I'm running a stripped WinXP and Explorer is not running. I boot and run MaLa right away (no Desktop).

Looks a little like the attached picture (random pic from the innernet) -- except that the title is a terminal window as expected.

When I switch back to hidden, it goes away... but I fear the focus reaper and would rather solve this issue directly. Any ideas? I did just rework my layouts in anticipation of a Halloween party. It could be related.
