how do i wire up the SlikStik Tornado Spinner
PL1:
Just use the USB pinout and a multimeter to match the 4 wires of the USB cable to the corresponding wires on the SlikStik pinout image. ;D
Pin 1 VCC (+5 V)
Pin 2 Data−
Pin 3 Data+
Pin 4 Ground
You may want to use a euro-style terminal strip to join the wires in case the data lines are reversed.

When you say "nothing", does that mean that the computer doesn't see new hardware or that the cursor won't move?
While the USB is plugged in, use a digital camera/cell phone to check that the IR LED in both sensors light up -- if one of them is burned out, that would cause a problem.

The sensors that the the spinner uses are an IR LED with an IR detector. They are on either side of the encoder wheel. Very standard optical interface. What he means is apply power and then use pretty much ANY digital camera to look at the sensors. The photo element in digital cameras sees IR light. It's kinda neat actually.
