Not sure where the dip switch settings are stored, but it sounds like Hyperspin (hyperlaunch?) is writing to or replacing the file.
I'm not a Hyperspin user, so can't help you there. 

I never understood the logic of having hyperlaunch mess with your MAME files when MAME is so easy to set up from within.
With some other emulators where you need the controls configured differently for each game and the emulator doesn't give you the option, I get it.
But for MAME? c'mon.  It's just adding unnecessary confusion and headaches.

Well the thing is I built my own arcade cabinet from scratch with my son. I just like Hyperspin for its simplicity for friends and family they can just walk up and play.  but yes it can be apain some times but I can usually find and fix the problems.  Or find someone that has had the same problem and see how they fixed it.  just not this time thank you for all your help.

look for and delete(or just rename) any polepos ini or cfg files and try again

Could not find a .ini but did delete .cfg no chang.

nvram maybe?

It won't make a difference though if Hyperlaunch is changing it every time the game is launched.
