MAME Builds with shifter patch

I was messing around on my laptop last night and found some folders where I had manually applied dmod's shifter fix diff to later revisions.
This fixes the TOGGLE applied to the shifter in games that had Hi/Lo shifters and makes the game behave as the original hardware did.

Everything for v139 was there except the actual .exe! ugh.  I'll see if it's on my driving cab backup.
v144 was there though, in 32 and 64bit flavors.
I threw in dmods original diff for v127 and the corrected drivers for v139 in case someone wanted them and could compile their own.

This may or may not be perfect.  I'm not really releasing and maintaining a fix, just sharing what I have.

It's a shame that this wasn't a slightly newer build.
The graphics glitches in Off Road Challenge were fixed in v147.
It would be nice to have a version that plays that game and has the shifter fix.
I haven't decided if I want to go to the trouble of manually making changes to a newer version.

I've compiled MAME a few times.   Kind of a pain, but totally doable.
