Pretty sure that has nothing to do with the old skool arcade game, and Im also pretty sure you dont even race in that game.

Sims like that are pretty popular in Europe AFAIK, they have football aka soccer manager sims and everything

Online fantasy sports but without a tie to a real professional league.  Same as fantasy football, baseball, etc.  It's like Rotisserie Baseball used to be here before everybody was playing the modern version of fantasy baseball.
