I've got a 2 player 6 button/player set up, is there enough buttons to define all the controls for the PSX version?

As for my CPU, if I did want to try emulating Blitz thru MAME instead of PSX, would an i3 or an i5 processor cut it?

Depends on the speed.  Saying i3 or i5 means nothing.  You really need to get up in the 3.5-3.8Ghz range to run the more demanding 3D games.
Keep in mind though that you're spending hundreds of dollars more to add a half dozen games in MAME.  If you have an OS newer than XP and decent video card, you can run Demul which would add a dozen or two more (which actually work right).  If you're interested in PS2 emulation, then it may be more worth your while.

PSX version uses 3 action buttons and start.

Thanks for all of the information! I'll probably stick to using the PSX/Dreamcast emulators as opposed to MAME. As faithful as I'd like to be to the classics, I still have to stay rational about it.
