Game stuck in a Start UP loop?

I am not sure what is causing this to happen but upon turning the machine ON, it will go through its normal start up and find the Hard Drive, everything checks out OK, OK, OK, etc and then rather than starting up it makes this sound like its rebooting and goes through the process again and gets stuck in this cycle. If I turn the machine on/off a couple times it resolves itself but there has to be a better way?

replacing or re-imaging a new drive is usually the fix for this issue. the drives are nearing 10 years old, and they don't make them like they used to.

check ebay for replacement drives.
