What is the best GroovyMAME/VMM setting for the Mitsubishi MegaView XC3315C(B) monitor?

Video Maximum Addressable 800 x 600 / 60 Hz Non-Interlaced
Auto-Scan Range Horizontal; Vertical 15 - 38 kHz; 40 - 120 Hz

Would the D9800 setting be the best choice?

Yes, as a starting point the D9800 preset seems ideal, it has the same frequency range.
