Issue with lines over menus in Viva Nonno?

I have these static lines that appear in the menus.
They also appear over top the guages, etc while in game.
The cars, road, etc in the game are all fine.

If I copy the viva nonno folder over to my laptop they aren't there, which leads me to believe it's a video card issue.
Perhaps a setting?  I've fiddled around with settings.  It never got rid of them, but I wasn't sure what I was looking for.
Any ideas?
