error in cocktail fe

Hey everyone!  I'm trying to configure cocktail fe to work with mame32.  I keep getting the an error message stating "Failed to execute C:\fix_the_ini_file.exe -listinfo".  What do I need to do to fix this or where can I download this executable?  thanks!
