It is going to be a pain wiring the monitor up without using a JPac which makes it pretty easy.  Jamma harnesses are cheap, so you could just use the harness for the monitor if needed And run everything else other ways.  It doesn't make much sense to sell everything as one lot especially if you are getting rid of the power supplies.  You would more likely make more parting it out.  Your call though.

I am sure there is a way to do it but if you don't know exactly what you are doing and accidentally send a 31khz signal from your pc to the monitor it could ruin it.  The jpac prevents that signal from reaching your monitor if you do by accident do that, and it is easy to make that mistake.  It might not ruin anything but I wouldn't take that chance with a working arcade monitor.

I second that keeping the jamma harness as the best option. Then you can always swap between a game pcb or MAME computer (with the JPAC) within minutes.
Please note that it usually isn’t 100% jamma standard in NeoGeo games (stereo sound and some other minor deviations), but still I recommend that you keep all wiring. The parts you remove could be sold anyway.
