Street Fighter II Issues

I recently bought this SF2 for dirt cheap.  The cabinet was pretty good shape so I jumped for it.  I'm having an issue with it that I'd like some help on.  Upon start up, everything works(the music, sounds for coin drops, etc.)  except the video.  It shows the image in horizontal blocks about 1" in height, the whole way down the screen.  I reseated all of the chips on the PCB, no change.  I still can't tell if it's the software, monitor or combination of both. 
Monitor is a WG Model 25K7193.  Thanks.
