Not all cameras are the same. Some cameras are operated by the city/municipal government and do have backbone. Other camera systems are run by private companies. These companies essentially subcontract out the space to place the cameras. They will issue you what looks to be a legit ticket in the mail. The company splits the ticket fine with the city. most of these companies have zero clout in actually enforcing these so called "tickets'. Every place is different though, check out the setup in your local city first.

it REALLY depends on how the law/ordinance is worded and whether or not you are required to pay it.

if it's a CITY law then chances are that there has been an oversight regarding the "operator of the vehicle"

IE the DRIVER must be charged with the offence, not simply the registered owner. the city can't prove who was driving so no offence can legally be brought against you.

we actually get screwed over here in Alberta because the city took over the registration of vehicles and has privatized the insurance dealings. therefore the city can simply deny you re-registration until you pay off "your" photo speeding fines.

the only bonus about this way of operation is there is no points premiums attached to the fine due to the fact that the city cannot prove YOU where the actual driver at the time.

I got one of these a couple years ago in my girlfriend's car (which is why I don't count it), and since she wasn't in the picture, they couldn't fine her. She also wasn't required to provide who was driving. (That might've changed by now, who knows.)

My city installed cameras years ago at several key intersections, they were operational for a short time and are now dormant due to folks being able to easily fight the tickets and because they use really expensive film. Who knows perhaps if they had waited a few years and used digital cameras things would be different...but we have no cameras now.
