Another Polo 25" another problem

I have another chassis here that i patched up some bad fractures in the deflection area.

Still wouldnt fire up and the B+ measured +180v

Lifted L103 and the B+ is still +180v, not being regulated by the SMPS.  Replaced c114 and all the other caps in the PSU section look good.

What voltage reading should i be getting from the output of pin 6 on IC101 ?

How should i go about check T101 ?..
