DIP switch question, cabinet vs cocktail

I want to see if I can get Mame 32 to go to cocktail mode while playing pac-man. I have hit the tab key and then selected dip switches. After switching to the cocktail mode the 2nd player continues to play in the way as player 1, ie not flipping. Anyone have any ideas why this is happening?

Hit "reset game" in the tab menu.

Hit F3 key, which is the (default) reset game key.
