Control Panel design software

Hi all, you may or may not have seen my previous post, anyway im wanting to convert an old Maximum Force/Area 51 cab into a mame box,
so I have a control panel area of 67cm x 25cm I'm poop at design software and cant seem to find any of the tools around this forum that allow you to set a custom size controller (e.g. MAMEROOM just allows 2 or 4player?)

I'm hoping for a layout like http://www.slagcoin.com/joystick/layout/z_face.jpg for each player and a flight stick in the middle

thoughts anyone?
also any links to some simple design software that lets you do stuff to scale would be great

I think your options are going to be:

1) Graphics design software (any package should be able to do this); personally I use Photoshop when doing CP layouts and art.
2) Google Sketchup or other 3D design software; possibly overkill if you are just doing a 2D layout
3) The old fashioned way: just buy a large piece of bristol board or similar material and dry it out by hand.  That was how I designed my first CP layout.  The advantage is you get to see how it would actually look full-sized.
