I'm not sure. I know internally they are different than the PSOne multitaps.  I'd imagine trying to make your own would cost as much as just buying one.  PS2 multitaps have the memory card slots and stuff too.  But I imagine you are just talking about the controllers only...

Well it depends. Do you need analog support or not?  If you don't then you can make them.
