Having a key mapping issue

I have Maximus and I-pac 4.  I am trying to map the "Enter" key to a button on my CP.  I map it just fine but when I hit the "Enter" key it acts like it is always on, so when I escape back to my game selection it will jump right back into the game.  What I want to do is use the "Enter" key to select the games and game system I want to play.  My question is do I have to write a macro for the "Enter" key or am I missing a set up issue?  Right now I'm using the "Enter" key on the keyboard and everything works fine, so I know it will work, just missing something.
