As long as the chipset/CPU has XP drivers, I say go with that.  It's a lighter footprint, guaranteed to work with all emulators and arcade hardware.  Plus it is easy to modify to remove XP logos, boot screens, etc.  Look up "instantsheller" as well.

I wouldn't recommend Maximus, it's a dead FE, no longer being updated. I would go hyperspin if you are going to get a beefy system.

Lightguns! That is something new to mame since you left.

Plusses of win7: 64 bit os let's you run 64 bit mame; really stable, fast.  Who cares about a lighter footprint when 1tb drives are going for 60 bucks.  Downsides to win 7; some driver issues, can't fully hide it with instant sheller

Hyperspin is all very nice and shiny if bling is your thing but personally I prefer the simplicity of Mala. Not sure if that was around while you were still here. It's a lot like Mamewah but much easier to configure.

FYI - You don't have to use the shiny/bling.  HyperSpin can look as simple as Mala or any other front end out there.  However, a p4 isn't going to run HyperSpin at full settings.
