I also swapped out the video cable for the one I used on the K7000, in case using the second set of h/v sync pins rather than the first made a difference; it didn't.

does the 7400 display a regular white screen (not the calibration screen) properly? if not, i would suspect a B+ issue
if it does, i'm wondering if the calibration screen has a weird sync signal or refresh rate.... you could check by displaying it on a pc monitor. most monitors will tell you the frequency and resolution of the signal somewhere in the menu....
i'd compare a regular game screen (where the 7400 displays properly) and the calibration screen (where the 7400 lines on you) and see if they are different.

Ill try an all white screen but that seems strange since I've not had any other issues like this so far.
As for the other suggestion, im not sure I have a monitor that displays that information to guest it with. That calibration screen is supposed to be identical to what's going in since you recalibrate at every resolution. Moreover on a multisync crt it doesn't change modes when you go into calibrate.

I've looked over that several times. That's where I initially saw about not using Composite sync. Like I showed in earlier pictures, it WORKS on a K7000 just like the guy in that thread is using, using the same cable between the two monitors.
I saw a thread from back in 2003 where a guy claims he had his guns working on a K7400:

Of course that's the only post that person ever made.
When I pull the trigger, the screen flashes what appears to be green, which is even more odd since the colors are correct any other time.

I filled the screen with all white, and the display was unaffected.
