This brought to mind that making your own CNC machine is really taking off. Would it be difficult to alter the design slightly so that you could design, print, and populate circuit boards in your home?

Yeah almost any CNC kit you can buy or build will be capable of making PCBs.  The common method is to use a milling bit to "etch" the traces and then a drill to poke the holes.  You just have to be able to keep the board reasonably flat enough that you take out the whole layer of copper without going too deep into the substrate.
