It depends on your location. Some places (like where I live) it's perfectly fine. Other places it's illegal - but generally they look the other way unless you're going thru residential garbage looking for people's information to steal their identities.

The garbage gods have blessed me again, walking home from work I found a PS2 (fat). It had a cd holder with 20 games in it. When I got it home I noticed the disk art was weird, I flipped over the disks and they are burnt copies. The machine works great and all the copies work. It even had all the cables and three controllers.
