Taito Qix Help Needed

I have a Taito Qix that I am having difficulty with.  I have replaced the power supply with a switcher from Arcadeshop.com.  When it powers up all LED's on the board light up instantly.  It doesn't go through the test.  I have replaced U41, which is what an error of 11 1111 indicates.  Does anyone have any experience with it?  Any help would be appreciate it.
